Approval hierarchy that ends with person at fixed level in org irrespective of first approver level

Summary:

Is it possible to build approval hierarchy for requisitions which will end with a person at a specific fixed level in the organization, though the first approver can be at any level?

Assuming that the organization has a reporting structure with N levels, N8, N7 till N0, N8 being lowest and N0 being highest. We need to build an approval hierarchy such that for each amount threshold, the top approver will be a person at a specific fixed level in the org. This needs to happen irrespective of the level where the first approver is present in the org.
