If a manager only saves the ratings and then the OTBI report is run, are saved ratings fetched?

Hi Peers,

Our client has a requirement. They want to calibrate the rating. Instead of adding more steps to the flow (below), they just want to pause a bit at the manager's evaluation stage by only saving the ratings (not submitting them so employees can't see them yet), then talk with managers up the hierarchy and make suitable changes before submitting.

I've built an OTBI report that fetches the "Overall Manager Rating" from the subject area "Performance Rating Real Time" as below
