Remove the cache from Service Request reference numbers

Currently the SR number (reference number) caches 1000 values at a time. These cause large jumps in SR numbers. We are required to report to regulatory authorities for all service requests created in a day, and the gaps in sequence numbers are a cause for concern.

We would like to remove the gap in SR numbers

Content (please ensure you mask any confidential information):

Start the day - SR 0000010001 is created.

Two hours later, the next SR is created, and it's 0000011001.

We need to account for the SRs that are not in the system - i.e. 0000010002 - 0000011000.
