Contact Name as Hyperlink in Custom Contacts Panel

Summary:

The Contacts panel was OOTB in 23C and removed in 23D, I'm trying to replicate what was previously available. I was able to successfully create the Contacts panel from this post (https://community.oracle.com/customerconnect/discussion/comment/924362), thank you the video is great, but it doesn't include the "View All" link at the bottom of the panel. How can this be added?

Also, it would be great if you can show how to make the Contact Name a hyperlink within the panel.
