Create Custom Panel for Attachments in Redwood Service Center

Summary:

The attachments panel was OOTB in 23C and removed in 23D, I'm trying to replicate what was previously available. I've tried following this post for contacts (https://community.oracle.com/customerconnect/discussion/comment/924362) to create a custom panel for attachments, but have been unsuccessful. Each time I add the attachments panel, the foldout view does not display.
