Indiana County not Changing when it's supposed to

Summary: We are an Indiana County company. When an employee changes their address throughout the year, they MUST stay in the County they requested as of Jan 1st, until the next Jan 1st. Example, John Doe starts 1-1-22 in the County of Lake. In July he moves to Porter County. That change can NOT be done in the system until the first check in January 23. It's an IN thing. We have 17 people on our list of people to change for the Jan 1st paycheck in 2024, half the people had their County
