Refresh Substitution Variable Values in Narrative Reporting via API Call

I am looking for a way to refresh the values of Substitution Variables in Narrative Reporting. The refresh must be made via API call (so logging out and back in is not an option), and must not cause application downtime (so a service reset is not an option). This is similar to https://community.oracle.com/customerconnect/discussion/580800/delay-in-updating-the-substitution-variable-value-to-narrative-reporting.

Background: a client has requested that some reports be run and the results emailed to them each day. The reports should generally be run on the current month and year, but other dates may be requested.

What has been built so far: a Bursting Definition has been set up in Narrative Reporting. The Period and Year POV members are Substitution Variables, which reside in FCCS (all the data in the report also comes from FCCS). An OIC integration is set up to make an API call to FCCS to update the substitution variables, and then make a second API call to NR to trigger the Bursting.
