Checklist is not appearing on List of Values

Good day we have created a new checklist for a specific "assignment category".
The Eligibility Profile is correct and is running
We have created a new checklist with new tasks that will specifically be aimed at these new assignment category users that go into Pending Worker Stage
We have followed the full process and used Oracles How Too steps to build the checklist and we have created a dummy employee with the assignment category required and this new Checklist has not been added to that user, i have also gone into "Allocate Checklist" and we cannot see this new checklist task to manually add
