Access to manage common lookups page

Summary:

Hello Experts,

Requirement is to give access to manage the common lookups for Goal Management to the performance management specialist user.

We cannot give Application Implementation Consultant role to the user.

I tried to add below 3 privileges to her custom role but the setup and maintenance page is blank.

1. FND_APP_MANAGE_COMMON_LOOKUP_PRIV
2. ASM_SETUP_AND_MAINTENANCE_PRIV
3. FND_VIEW_ADMIN_LINK_PRIV

Could you please help us with any other solution.
