Journal Posting - Daily cutoff time

As part of the implementation, one of the requirements is to prevent posting of journal entries beyond a specific cut-off time. This is required as multiple reports/extracts are run towards end of the day and we want the journals/balances to be static during the time. We can try extracting at off-peak hours but its not a foolproof way.

For example, if we have a cut off time as 8 PM UTC - journals which are submitted & approved prior to the cutoff gets posted upon approval; but anything on the day beyond 8 PM UTC will not get posted (even if approved). These entries will be posted the following day, lets say after 6 AM.
