Unable to change customer inventory properties

Summary: I am attempting to configure the inventory module to support managing customer appliances. In order to meet a business requirement I need to be able to change inventory properties in the customer pool as described in the OFS:Using Core Application/Change Inventory Properties documentation: https://docs.oracle.com/en/cloud/saas/field-service/faaca/t-changeinventoryproperties.html#task_glh_hxq_gs. I cannot get OFS to behave as described in the documentation. Am I missing something in the configuration or in the behavior of the inventory module?
