Can we have payroll deduction without the benefit plan

Summary:

We have a requirement where in the client does not want to have certain benefit plans like vet insurance, universal life insurance etc. However, they want to be a payroll deduction.

Can we achieve this requirement. If yes, can anyone tell how this can be achieved without creating benefit plan as benefit rates flow to payroll.
