Standard rate setup

I'm setting up standard rates. I have assigned multiple variable rates profile to the standard rate. For some employees, multiple variable rates are eligible but the system instead of adding all the variable rates, its just showing the value from variable rate with minimum sequence number. It should do a summation of all the variable rates for which the employee is eligible.

For example: in the below screenshot, if an employee belongs to security branch and is a nurse then the system should add the rate values from "CG Life Insurance Employee Only - Security Branch - Nurses - Secondary" and "CCG Life Insurance Employee + Family - Security Branch - Nurses - Secondary" but the system is only showing the rate value from "CCG Life Insurance Employee + Family - Security Branch - Nurses - Secondary" because it has lower sequence number.
