HireRight Eligibility Profiles Not Working as Expected

Summary:

We are running into an issue with creating eligibility profiles for a customer's I-9 Journey tasks. The client has 17 different HireRight accounts and has provided various criteria (differing combinations of legal employer, business unit, work location) for each so that new hires don't receive duplicate journey tasks per the setup guide, but the eligibility profiles are not working as expected. 

If needed, "Assignment to Use" field is currently set to "Any assignment - enterprise"

Content (please ensure you mask any confidential information):

We have a suspicion that the eligibility profile is treating this criteria as an "OR" statement (for example, Legal Entity: ABC OR Business Unit: XYZ) rather than an "AND" statement-- we need new hires to fit both criteria rather than one or the other.
