Talent Profile Content Section Access - Editable v. View Only

Hello,

We would like performance rating to be editable from the Talent Ratings page, however, we only want the Talent Admin team to be able to do this.

The Talent Admin role is the only one I have set to edit:

However, when logged in as the Tal Transactions Role I can still submit changes

I have regenerated the security roles already.

Has anyone ran into this issue, and resolved it?
