Performance Goal submitted by Line Manager

When a performance goal is submitted by a line manager it gets auto approved. Require a control on this.

The performance goal for an employee, if it is added & submitted by the Line Manager, it gets auto-approved. We could not find any control for this in the system.
The client requires that if Line Manager is submitting a goal, it should go to second level manager apporval. Is there any way to control this action?
