Worksheet Manager to submit his merit increment in batch wise

Hi Team,
Worksheet manager/Line manager needs to provide his merit increment in batch wise. Is it possible?
Example: He has 10 Direct/Indirect reportees, for the 5 employees he gives merit increment % and submits it and it is in approval/in progress with next level approver. I see that worksheet gets disabled or non editable for all the employees. Is this expected or any configuration has to be done?
