unable to update success criteria

Hello,

A user entered her goals on the goal plan with success criteria. She submitted the goals but they got stuck because she didn't have a manager. The HR administrator then recovered the transaction from transaction console. Now she wants to update the success criteria, but when she clicks on edit, the success criteria is empty. The HR administrator sees the data.

Can anyone explains the problem please?
