Employee filter in Performance Document is not showing any employees

Hello experts,

HR cannot search for their staff using the Performance feature under My Client Groups > Performance > Performance Document. 

They can search for staff in their respective AORs under My Client Groups > Employment Info, but not able to search for employees related to Performance Document.

We already tried to do Employee Filter Is Not Returning Results In Performance Management/Goal Management (Doc ID 2921991.1) but still the issue persists.

Please advise.
