Unable to assign checklist or journey to anyone

We have an issue where we are unable to assign checklist or journey to any employee. When we navigate to allocate checklist page on Person Management , ADD button is not visible.

We have an issue where we are unable to assign checklist or journey to any employee. When we navigate to allocate checklist page on Person Management , ADD button is not visible.

HR Admin who is trying to do the action is having Manage Worker Checklist role.

While trying to assign Journey, the employee names are not showing on the dropdown list.
