Employee has submitted self evaluation of performance document, manager is not able evaluate

Summary:

Performance document with goals are submitted by employee after self-evaluation, howevere manager is not able to evaluate the document

Content (please ensure you mask any confidential information):

Annual perforamnace document with goals are evaluated & submitted by the employee. When the document is with manager now it shows - The evaluation is locked because approval for the goal plan is in progress. On checking the transaction console we can see that goal plan approval is in draft status for the employee.

Whereas employee was able to perform self evaluation with goals in the document. What could be the issue?
