Can a plan have a different open enrollment period dates from the program?

Summary:

Imagine I have a main program that has an open enrollment period of 1st Jan - 31st Mar.

Within the program I have an exception to this rule, where a plan that can only allow participants to enroll between 1st Jun- 31st Aug instead.

Is that possible??...So users can enroll in all other plans in the program between 1st Jan-31st Mar ...but can only enroll on the exception plan between 1st Jun- 31st Aug instead?

How do you achieve this?
