Will Approval Stuck if any party resign in Between?

Summary:

Let's suppose Preparer have submitted the Requisition on behalf of Requester. Requisition flows to Approver as per the approval rules.

Now either Requester or Preparer resign from the Company in between. Is the Requisition approval stuck in between or system will allow approver to approve the PR.
