Primary Employee Assignment Only - Legal Employer eligibility not working in Journeys

I have created two participant eligibility profiles (Legal Entity, Assignment Status, Person Type), one to be used at Journey level and one used at task level. For assignment to use, I used Primary employee assignment only - legal employer and when hiring somebody within the eligibility conditions, it still does not get allocated to the employee. I have used Any Assignment - enterprise and it works. However, need to use primary assignment based on business requirements.

Is there anything I am missing?
