Performance Eligibility is only retrieving separated work relationship

Summary: We are trying to give a Performance Review Document to a worker. There are no eligibility profiles on this performance template. When we query a worker that has been rehired (in the past) the separated record is being retrieved through the UI.

Alternatively, when we query a newhire (no past assignment) their active assignment appears and we can assign the performance review.
