How do I get environment refresh and other announcement via an API

in OCI - General

Customer admins receive emails like this for environment refreshes and other maintenance activities. They would like to be able to to retrieve the announcements using an API so that they can build their own system for managing these announcements. We thought these announcements would be available via the OCI announcement API (https://docs.oracle.com/en-us/iaas/api/#/en/announcements/0.0.1/), but that does not have these announcements.
