Unrestricted Enrollment Certification pending action not triggered

Summary:

Content (please ensure you mask any confidential information):We have created an Unrestricted plan and need the certification to be triggered as pending action as the employee needs to upload a new document for validation.

The current setup is not allowing employee to add another certification nor does it provide the admin an option to add new certification as there is no Add button on the certification section.

Note: The valid option for certification setup at unrestricted program level is lifetime or number of days but we need this to be triggered everytime EE self initiates an unrestricted event and if i set the unrestricted certification validity as 1 day yet i am unable to add additional certification document.
