What causes "The Social Insurance Number of the employee is missing on the person record” error?

Hello,

We are currently running a T4 exception report and we have encountered an exception error "The Social Insurance Number of the employee is missing on the person record”. We've noticed that the affected employees are globally transferred employees who are previously working in CA last year then transferred to US.

The Social Insurance Number is already available but we still encountered the same error. But, when we set the Primary National Identifier to CA, it won't have the error.

Is that fine if will change the primary National Identifier to CA though the employee is currently working in US?
