Mandatory fields for Late Charges

Summary:

We've been working with Late Charges, and we found that when we don't enable the Late Charges at Site level, the process doesn't work and the invoices are not picked up.

Is it mandatory to enable Late Charges at Site level also? Or can we enable late charges only at account level to make it work?

In case, the only mandatory level is the account one... let us know what we have to do in order for late charges to work properly.
