Does delegation of approval in BPM workflow in Cx cloud will consume HCM License?

Hello,

We are trying to enable delegation of approval when sales manager goes on vacation, we are using Employee - Role Name & ORA_PER_EMPLOYEE_ABSTRACT- Role Code will this consume HCM license?
