measurement plugin

Summary:

Accelerator package WACS-OFS, i installed this plugin.

Actual view is coming different from what is shown in documentation.

I am able to invoke this plugin but it is not showing measurable section where i can go ahead and take measures.

also + button as shown in screenshsot in front of activity information but is coming as disabled.
