Line Manager not getting notification when employee is assigned to a goal plan

Hello,
Our Client is having some issues.
The situation is as follows in the Performance Management module.
An employee is assigned to a goal plan using the Schedule Processes for Performance Goals, and receive his respective FYI notification, however, his Direct Line Manager does not receive any notification at all of the same.
When normally the Line Manager should receive a notification of his direct report having a Goal Plan.
Can you please advice why the Line Manager is not receiving any FYI notification ?
