"Drag files here or click to add attachment" link is not available on the Refer a Candidate page

Summary:

An employee is trying to refer a candidate but the "Drag files here or click to add attachment" link is not available. Is this because the employee doesn't have an internal candidate record?

I can't replicate the issue because the Explore tab on OM in our lower environment continues spinning.
