Why is the align option greyed out in Redwood?

Summary:

For some reason in the new Redwood Goal Center we aren't able to align to an Org Goal in the way we would expect.

You can see here that the "enable goal alignment" profile option is "Yes"

When the employee attempts to align, the option is greyed out.

If the employee creates a new goal and clicks the "+" in the Org Goal that shows ip in "Suggested Goals", the new goal is created and aligned to the suggested goal.

So the main question is, why do we have to follow this process to align to an Org Goal rather than selecting the "Align" option in the menu. This works just fine for us on the RUI pages.
