Remove option to Create Job Applications for Recruiting Agents

Summary:

We would like recruiting agents to always create a job application on behalf of candidates, however relying on the agent to remember to check the box ensuring they are creating an application for the candidate contains a little too much risk.

I am aware of the option when creating a recruiting agency to not allow agents to create job applications for candidates, however this will always result in a candidate receiving a referral link. I am after the option to ensure Agents are always creating job applications on behalf of a candidate, and do not have the potential to not create an application when referring candidates.
