Issue with manager hierarchy in compensation planning

Hello experts,
we enabled primary manager hierarchy (line manager) and secondary hierarchy (another manager type).
However, we noticed that when the line manager worksheet is approved after entering salary increases to eligible employees, the other manager type who doesn't have Submit for approval button can always make changes on the same reports even in case the line manager worksheet has been approved. Is there a way to prevent this behavior?
