Edit Goal based on goal Category

Summary:

Requirement:

We have department goals which will be decided by the department head and later they will be assigned to the respective department using HDL.

We are using the goal category to distinguish the Department Goal.

The problem is that the managers are able to update the key attributes of the department goals for their direct report, and we want to restrict that. Only Department head or the HR should be able to update the key attribute for the Department Goal.

Currently Oracle does not allow to set approval rule in case manager make changes to the worker goals. Is there any other way we can achieve this requirement?
