BU access at customer Site level

Let's say we have a Customer A belonging to BU A and Reference Data Set A. As a result, Customer A is accessible by BU A, but our client wants that other Customers that belong to Common Set should also be visible to BU A

Since we cannot assign Customer to Common data set, is there an alternate approach?
