Manually Send Request More Info

The Oracle documentation states that you can manually send the Request for More Info, but does the RMI have to be attached to the CSP in order to be manually sent out? I have only been able to manually send the RMI if it's attached to the CSP. If it's not attached, the RMI is grayed out.
