Moving enrollment between plans during open enrollment

Summary:

We are implementing new medical plans and need to passively move enrollments from Plan A to Plan B. What are ways to achieve this?

We are aware of loading enrollments via an HSDL. Navigation: Benefits Administration, Evaluation and Reporting, Enrollment Uploads.

Are there other methods we should be considering besides manually moving all the enrollments from Plan A to Plan B? Our open enrollment is on a fiscal year. We usually have to process open enrollment in May with a July 1 effective date. We have to process open enrollment that early because many of our deductions pull the month ahead meaning premiums for July pull on our June paychecks. We process open enrollment in May to get all the correct rates, etc. in place so that retro does not have to trigger.
