Allocate Journey Annually without any Action/Event

Allocate Annual personal information journey for more than 1000 employees every year. Requirement to trigger a Journey for all employees not based on actions/events

Content (please ensure you mask any confidential information):

Employees who fall under specific LE'S (1000 Employees) are eligible for the journey, currently we are allocating through HDL load. The requirement is automate the allocation without HDL load. Please suggest with the approach. The journey can be assigned to employees based on anniversary date but i think that feature is currently not available. The journey should assign automatically every year.
