View only access for managers to specific fields under Measurement in Performance Document

Summary:

Hi,

There is a requirement to have view only access for managers inside the performance document when selecting a goal in Measurement section. Specifically, managers should have full access to edit all the fields below during the goal - setting phase, but in the evaluation phase the ideal concept is to be able to edit just "Actual Value" field and all the other fields should be just visible.

Any ideas?
