Employee goal are added automatically when manager add goal

Dear All,

We have some manager with HR role - when they add goal for their direct report the role are added automatically without having to submit. The manager is behaving as an HR. The manager does not have a draft section.

This create an issue as each objective added send a notification to the employee.

Could anyone help?
