Hiring Manager Position Library

Summary:

We would like to filter the Position Library for Hiring Manager where they can only see the positions in position library based on the department the position is defined and the manager's department.

The User profile has blank Department for the hiring manager however the employee associated to the user has department. But when we filtered the list view for Position Library based on Current User Department, it doesnt filter correctly. Is this filter based on the User profile department and not in the Employee department?
