How to make Manager Goals read only?

Summary:

We have a case, md of the company will be sharing the goals of the organization only to c-level employees and not the whole organization.

So, md defines goals and then shares it with c-level employees. The c-level employees are vertical head and they create their goals and share with their respective team.

Company goals (MD)

Division goals (C-Level)

Department goals

Sub-Dept goals

  1. Is it possible to configure the goals in the above manner? That is segregating them into division, department and sub department? In goal library I saw something as department. Does that really work?
  2. I have made company goals and shared as "Manager Goals". Can we make manager goal as read only?
