Exclude dependents already enrolled in SAME plan

Summary:

Our client is only using unrestricted life event and would like to make it so that if a dependent was already selected to be enrolled in say, a stipend for a birth of a child, that they would no longer appear on the "Who do you want to cover" dropdown the next time the employee tries to enroll a newly born child in the benefit.
