Require help with fast formula - agency candidates

Summary:

Our organisation do not want rejection notifications to be sent when a candidate has been referred by an agency.

Are their any fast formula database items that might help us achieve this functionality?

Similarly, if there are database items that can be used for referral candidates we are open to these options.
