Oracle Fusion HCM: Customize text field to restrict to 4000 characters

Summary:

We have a requirement to limit character limit to 4000 characters in below field -

Performance Documents > Search for performance document > Update progress > Evaluation Topics> Add Progress updates > Test Box (What do you want to say?)

This text box takes input as HTML code and accepts images. We need to restrict it to text only and 4000 characters. Can this be achived by any customization?
