Feasibility check of Goal plan

Hi Team,

I've developed a goal plan named '****' with four goals included, which I've assigned to all eligible employees.

Currently, I'm encountering an issue where an employee can submit changes after adding a comment to just one goal, without being prompted to add comments to the remaining goals.

Is it feasible to implement a restriction that requires employees to add comments to all four goals before submitting them for manager approval? If so, can we implement this restriction after the goal plans have been assigned?
