Delete Notes on Goals

Summary:

We like the notes feature on the Redwood Version of the Performance Goals. We clicked the submit twice and added the same comment twice. This is not a big deal but it did raise the question, what would we do if we did need to delete a note? We might not want just anyone to delete but is there an administrative access to manage these? (edit or delete, etc)
